Testing Literacy Levels in the WIN Population

The report describes the job-readiness skills, in terms of literacy and numeracy of a representative national sample of WIN registrants. Skills were measured using the ETS Basic Skills Assessment Test. The performance of the WIN registrants was compared to the performance of the tests' national high school norming sample. The heterogeneity of the WIN populations' skills indicates the need for a variety of employment and training services beyond job search and placement for them to achieve self-sufficiency.
