The Mandatory Social Security Coverage Proposal: Potential Impacts on Rural and Urban Areas

The economic well-being of rural and urban communities depends on the ability of local governments to provide essential services. The proposed mandatory social security for public employees would affect over one-third of local government employees, resulting in higher costs for local governments. Analysis of 1977 local government retirement coverage data indicates that the burden of mandatory social security costs would not be distributed evenly. Core Western metropolitan counties would be most affected, over three times as much as the least affected areas. Rural impacts would vary substantially, from light to heavy.
