Preliminary Examination of the Quality and Performance of S-18 Offerings and Securities

摘要

The report provides an assessment of the investment quality of new securities offered under S-18. The purpose is to examine how reduced requirements under S-18 affect the offerings in terms of protecting the investors as well as reducing the cost of floatation. An informative study was made on the cost of issuing securities under S-18 in the report.
