Factors Influencing the Performance of U.S. Economic Development Administration Sponsored Revolving Loan Funds. Volume 2. Case Studies

The fifteen case studies of revolving loan funds included in the volume are part of a comprehensive study of the U.S. Economic Development Administration's Revolving Loan Fund Program, conducted by Mt. Auburn Associates under the sponsorship of the U.S. Economic Development Administration. The purpose of the study is to identify factors affecting the capacity of RLFs to promote economic development through the provision of financial assistance to businesses in the communities in which they operate. The study results have been designed to be useful to organizations operating RLFs when making choices about RLF design and management. (See Volume I of the report for a full review of the study findings.) Case studies were selected to obtain a representative sample of EDA-funded RLFs. Selection factors included region, economic environment, size, legal structure and targeting policies. Each case study was conducted on site during a two- to three-day period. Interviews were conducted with RLF staff, key board and loan review committee members, local bankers, representatives of other local economic development organizations and borrowers.
