Establishing a Performance Management System for Targeted Welfare Programs

The study was designed to assess performance standards issues for employment and training programs targeted to the AFDC population. Programs included are the Job Training Partnership Act and State and local welfare programs providing such services. The report evaluates the effect of performance standards on service providers, suggests possible performance measures, and suggests an approach to establishing standards for targeted welfare programs.
