HUD finds that management tools are currently available to public housing authorities (PHAs) to allow them to successfully integrate the elderly and the young disabled in public housing projects for the elderly under current HUD regulations and guidelines. These management tools include the authority (and indeed requirement) for PHAs to deny admission to applicants whose habits and practices may be expected to have a detrimental effect on other tenants or on the project environment, and the authority to terminate the lease when there are serious and repeated violations of the lease. PHAs may also use preferences for admission to the public housing and Section 8 Existing Certificate and Voucher programs as a tool for managing the size of the young disabled population in housing projects for the elderly. Educational programs to bridge the gap between the elderly and the young disabled also have proven successful in enabling the two groups to live together more successfully in housing projects for the elderly.
