The implementation of State policies pertaining to health planning are considered in relation to the passage of the National Health Planning and Resources Development Act of 1974 (P.L. 93-641). In 1975, the Committee on Human Resources of the National Governors' Conference established a consortium of 22 States to advise governors on the implementation of P.L. 93-641. Through committees of the consortium, 23 problem areas in the implementation of P.L. 93-641 were identified and 91 recommendations were made. Issues related to the review of institutional health services mandated by the Federal law are examined. Recommendations are made regarding certificate of need, the separate review of institutional health services, the coordination of functions assigned by P.L. 93-641 to various agencies and advisory bodies, the relationship between the State health planning and development agency and health systems agencies (HSA's) in States with only one such agency, coordination among States in an interstate health service area and among HSA's in a multiple agency interstate metropolitan area, planning and financing of hospital construction and modernization under title XVI, data sources and needs for health planning, appropriateness of health services, projects supported by area health services development funds, and minimum funding levels for health planning agencies. Appendixes list the consortium participants, provide a comparison of regulatory provisions relating to State activities under P.L. 93-641, and include a glossary and an index of issues by consortium committee.
