A previous research effort resulted in a conceptual framework for integrating manpower, personnel, and training (MPT) considerations into the Army's system acquisition process. This report describes the results of follow-on research to develop specific methods and means for implementing this conceptual approach. The approach involves two principal types of analysis: system specific man/machine analysis (which focuses on a specific system in the early stages of the acquisition process) and total force MPT analysis (which considers the impact of the new system on the MPT needs and capabilities of the entire force). The report describes the need for such analysis, outlines the conceptual approach, recommends specific tools and data for use in the analysis, describes the incorporation of the analysis into the current system acquisition process, recommends organizational changes within the Army to facilitate implementation of the approach, and outlines a proposed project to demonstrate the approach in the context of an actual system which is in the early stages of the acquisition process.
