The Navy has long been aware of a literacy gap existing between the level at which Navy Technical documents are written and the reading comprehension level of enlisted personnel (GAO 1977 and GAO 1979). In order to provide guidance in the restructuring of text and the limiting of vocabulary to reduce this gap, the Training Analysis and Evaluation Group developed the Computer Readability and Editing System (CRES), reported in TAEG Technical Report 83, published in 1980. This original system has been expanded and enhanced to create the current version of CRES. Much emphasis was placed on producing a system which is highly user-oriented and entirely menu-driven. The program software is written in Wang VS BASIC, and is designed to operate on a Wang VS100 system. It can also be transferred to any computer in the Wang VS Series. This CRES has been distributed to various Navy and Air Force commands requesting the system, as well as to Government contractors having a requirement for it. The purpose of this report is to provide a programmer's reference guide to assist in the implementation, maintenance, and modification of CRES at these facilities. It is also intended to serve as an aid in the conversion of CRES to other languages and machines. (Author)
