Historical Linkages between DoD Resource Allocation and Army Capability to Support Warfighting CINCs (Commanders in Chief)

Commanders in Chief (CINCs) of the unified, combatant commands formally entered the Planning, Programming, and Budgeting System (PPBS) in 1984 through channels other than, and in addition to, the Service departments. With representation at Defense Resources Board policy and strategy formulations and Program Reviews, the CINCs now have expanded opportunities to influence strategic guidance and resource allocations which shape the plans and capabilities of the combatant commands. These changes in the CINCs' access and influence followed ten years in which changes occurred in policy and strategy guidance, DoD organization, and JCS organization and responsibilities. The purpose of this study is to show the historical context in which the roles of the CINCs changes, with emphasis on the last ten years. Keywords: Army planning; Combat support. (kr)
