DSB to study future of DOD's cyber warfighting capabilities

The Defense Science Board last month launched a congressionally mandated study of the Defense Department's cyber warfighting capabilities, including a technical evaluation of DOD's major cyber warfare programs. In a Jan. 21 terms of reference memo, Terrence Emmert, who is performing the duties of the under secretary of defense for research and engineering, directs the DSB to form a "Task Force on Future Cyber Warfighting Capabilities of the Department of Defense." The memo was cleared for open publication last week. However, days after Emmert issued the memo on the cyber warfighting study, Defense Secretary Lloyd Austin suspended all advisory board activities and directed a zero-based review of those committees. Austin launched the review in response to former President Trump's move to install loyalists to several advisory committees at the very end of his administration.
