PPROBLEM TO BE SOLVED: To support creation of an operation plan along the intention of a planner. PSOLUTION: A resource allocation support device 100 prestores items for input of setting data for creation of conditions which are constraint conditions between nodes for restricting allocation between operations and operators, specify one or more operations and specify one or more operators, and displays the input items on a display part 110. Then this device accepts input of the setting data from users, and creates the constraint conditions between the nodes based on the setting data whose input is accepted. In addition, the device determines candidates of solutions which satisfy the created constraint conditions between the nodes from prepared allocation candidates. Furthermore, the device displays network information using the operations and the operators as the nodes and using allocation which can be established as links on the display part 110 as candidates of the solutions.
