The Waxman-Markey carbon emissions bill unveiled this week has drawn such strong expressions of support and opposition that it is likely to become one of the most hotly contested pieces of legislation in recent memory when hearings begin later this month. Many of the most contentious issues facing the proposed cap-and-trade system for curbing greenhouse gas emissions are still up in the air. These include the percentage of tradable emissions credits that would be given to industries free of charge under the system.
