20世纪下半叶美国教育法案对美国基础教育的促进作用

摘要

20世纪下半叶，美国的基础教育快速发展。从20世纪50年代开始，美国联邦政府针对基础教育进行了持续的改革。50至70年代，在冷战和民权运动的大背景下，美国教育开展了学科课程改革运动和争取教育机会平等运动，这一时期被看作是加强基础教育，促进教育公平的时期;80至90年代，基础教育质量参差不齐，追求教育质量的卓越便成为这一时期的主题。
　　20世纪下半叶中，美国基础教育改革的一个突出特点就是联邦政府对教育改革的参与，从战后的艾森豪威尔到克林顿政府，都针对基础教育问题颁布了教育法案，对当时的教育改革起到了引导的作用，各个州和地方政府对法案的实施也对基础教育产生了实质性的影响。本文对20世纪下半叶美国的四部重要的教育法案作了介绍，深入分析了其对美国基础教育的促进作用。
　　本文分为六个部分。前言叙述了本文的研究背景，研究目的及意义，研究对象的界定和文章的结构。第二章是文献综述，回顾了国内外关于20世纪下半叶教育法案的研究和美国基础教育的文献研究。第三，四，五章是论文的核心部分，在第三章论述了1958年《国防教育法》的产生背景及内容，并分析了它对中小学学科课程改革的具体影响。第四章介绍了1965年《初等和中等教育法》，重点分析其影响，促进了美国联邦政府干预基础教育的合法化以及其对基础教育公平和质量的促进作用。第五章分析了90年代的《美国2000年教育战略》和《2000年目标:美国教育法》，研究了其对制定国家教育标准的指导作用和对美国基础教育中择校运动的促进作用。最后一章是总结，这一部分对全文内容进行了概括，总结了战后美国基础教育改革中的经验，并在最后指出了论文的不足之处和可供今后研究参考的建议。
