The draft hydrocarbon bill,which was "frozen" in April 2003 because of its sensitive political and social nature (AOG,16 April,2003) and the prospect of the presidential election in 2004,has been resurrected and is once again a high priority for the government.Given the size of President Bouteflika's victory in the election and the determination of the Minister of Energy and Mines,Mr.Chakib Khelil,to get his bill on to the statute-book,this announcement came as no surprise in oil industry circles.
