ALGERIA:Preliminary Draft of the Hydrocarbon Bill:Between the Imperatives of National Development nd the Challenges of Globalization

Within the framework of the lively debate surrounding the preliminary draft of Algeria's new hydrocarbon bill,four leading figures in the energy field have provided AOG with a copy of their contribution to it.Mr.Mebtoul has been a special adviser to the Minister of Energy and Mines and the Chairman of Sonatrach since July 2001;Messrs.Oubouzar and Rouag are international experts;and Mr.Mekideche is now a strategy consultant after spending his whole career in the hydrocarbon sector,where he worked for Sonatrach,the Energy Ministry and ENEP.In their paper,the authors stress the need to place the Algerian debate in an international context and think the draft bill takes account both of the imperatives of Algeria's national development and those of globalization.Because of publishing constraints,we have not included the preface to this paper in this reproduction of it.
