Member states should determine who are 'active' farmers, MEPs to argue

Member states should decide who can qualify for a CAP subsidy from 2014, says one of the compromise amendments on the table in the European Parliament's agriculture committee (ComAgri). MEPs have been unable to propose a common position on the proposal to tax the largest payouts but could agree on a plan to allow additional top-ups for farmers' "first" hectares, according to the proposed changes seen by Agra Europe. The huge number of amendments sought by MEPs to the European Commission's direct payments proposals have been whittled down to just 38, and will be put to the vote in ComAgri vote on January 23-24.
