New York-The Independent Inquiry Committee examining abuses in the more than 100-bil UN oil-for-food program in Iraq filed its long-awaited report Sep 7,blasting the Security Council and Secretary General Kofi Annan for what it labeled a near total lack of oversight of the program."The main conclusions are unambiguous," said an IIC summary:"The organization requires stronger executive leadership,thorough administrative reform and more reliable controls and auditing." It cited a "grievous absence of effective auditing and management control" with "palpable absence of auditors and the lack of clear,if any,reporting lines 'to the top'."
