Russia and India failed to expand energy cooperation between the two countries during a Dec. 15-17 visit to Moscow by Indian Prime Minister Manmohan Singh. Negotiations between India’s Oil and Natural Gas Corp. (ONGC) and Russian holding AFK Sistema over an oil asset swap have stalled. A contract for Russia to construct the second phase of India’s Kudankulam nuclear power plant, which was expected to be inked in Moscow last week, was not signed either.
