At last in Japan, a move has started to abolish the disqualification regulation on handicapped people to obtain medical, nursing, pharmacist's, and other licenses. The law will be revised in 2002. With this revision, higher education for sight-impaired and hearing impaired students will change. Handicapped students will feel more encouraged to study, and will be admitted to colleges and universities that have not accepted them. At this opportunity, we should investigate and determine the best educational methods for sight-impaired and hearing impaired students. Students who have difficulty receiving information can perform studies more easily by collecting information themselves than by receiving the information that teachers dispatch. Instead of teachers giving lectures and lessons, students should be provided with easy-to-use devices for collecting information and the support of instructors. This field is where information communication technology is at its best.
