The present invention relates to an electronic pen for a visually impaired person and a hearing-impaired person, and a smart device and a control method thereof. According to the present invention, an electronic pen communicating with a smart device comprises: a wireless communication unit receiving a control event of the smart device; a microcomputer generating a control signal corresponding to the control event; and a vibration unit generated corresponding to the control signal of the microcomputer. In a line drawing mode, the microcomputer controls the vibration unit to provide first vibration when a pointer moves along a correct line in the smart device and controls the vibration unit to provide second vibration when the pointer is out of the line. Accordingly, when using the smart device to write letters or draw a picture or pressing a button, a visually or hearing impaired person can correctly figure out whether operation is performed well.;COPYRIGHT KIPO 2019
