United States: OSHA ergonomics regulation overturned by Congress

In a move largely supported by the U.S. food industry, Congress overturned in March the controversial ergonomics standard issued by the Occupational Safety and Health Administration in the last days of the Clinton administration. The Senate March 6 voted 56-to-44 to approve a resolution (S.J. Res. 6) rescinding the standard, after debating the issue for most of the day. Six Democrats joined 50 Republicans to approve the measure. The House followed suit the next day with a 223-206 vote, largely alongparty lines, to rescind the standard. The resolution represented the first time Congress has used new authority under the Congressional Review Act of 1996 to kill a federal regulation.
