China postponed again its downward adjustment of withholding tax refund rates in the exports of nonferrous metals. In the first half of this year, there had been a rumor that China would make a downward adjustment of withholding tax refund rates in exports of some nonferrous metal products including zinc, lead and aluminum-processed products in addition to steel products.
