Integration of Regional Science and Technology Resources Based on GM(1.3)

Based on the concept of resource integration proposed by Professor Deng, this paper studied the integration of regional science and technology (S&T) resources. The S&T progress here is considered as a behavior sequence of the grey system, while human resource and financial investment are related factor sequences. According to these sequences, we construct a GM(1,3) integration system for regional S&T resources. This model is applied in empirical study of integration of S&T resources in Jiangsu province, China. The result shows that both human resource and financial investment have promoted S&T progress of Jiangsu. What's more, the effect of human resource is much stronger than that of financial investment.
