One of the aims of the REACH Regulation is to identify and substitute the use of substances of very high concern (SVHCs) within the EU. However, for certain uses of SVHCs, there are no suitable alternative substances or technologies available, and so the Regulation includes provisions that allow for a particular use of an SVHC to be authorised under certain circumstances. The Regulation states that the aims of the authorisation section is to “ensure the good functioning of the internal market while assuring that the risks from substances of very high concern are properly controlled, or the use can be justified for socio-economic reasons and no suitable alternatives are available which are economically and technically viable.” Authorisation is therefore a risk management process to allow the use of SVHCs for certain uses which would be otherwise phased out.
