摘要

A consensus on the lack of concrete achievement towards greater societal goals seems to permeate a number of institutions and organizations - a vague sense that performance is not what it should or could be. Measuring performance has resultantly taken on renewed emphasis within many activities of governance and management. Water resource professionals may observe increasing performance pressures on the job as workers, in the delivery of water and sanitation services, in the design and implementation of watershed management programs, in partnership activities, etc. The environment of increasingly scarce financial resources compounds these pressures and serves to highlight the competitive nature of pressures acting on water organizations.
