A majority of the population of the world now lives in cities. While a community of scholars do comparative work the study of urban governance does not now or has it recently enjoyed the privileged place in political or policy analysis that its demographic claim warrants. Much of the scholarship on New York focuses on a single policy area or specific political figures (e.g., public finance, education, crime, Koch, Giuliani, Bloomberg). There have been few comprehensive explorations of New York City politics and government since Sayre and Kaufman's Governing New York City (1965), with Brecher and Horton's Power Failure: New York City Politics and Policy Since 1960 (1993), the notable effort to fill that gap.
