With the arrival of the new millennium, the U.S. federal government initiated significant advances in sustainability using environmental management systems (EMS). Building on their compliance successes of the 1970s and 1980s and stewardship gains in the 1990s, federal environmental leaders, including those in the Department of Defense-once a favorite target of activist groups-embraced a new goal of sustainability. Executive Order (EO) 13423, Strengthening Federal Environmental, Energy, and Transportation Management, issued January 2007, defines sustainability as "a means to create and maintain conditions, under which humans and nature can exist in productive harmony, that permit fulfilling the social, economic, and other requirements of present and future generations of Americans."
