Baker Dubious of Open Internet; Copps Sees Capacity as Key

Much of the "answer" to the open Internet problem lies in "broad pipes and adequate amounts of spectrum," FCC Commissioner Michael J. Copps said at a Jan. 26 Washington conference on Internet policy, because network management can't solve a lack of capacity. Commissioner Meredith A. Baker, meanwhile, speaking at the same event, reiterated her reservations about the need for FCC rules to enforce an open Internet, but added that she "remains open" to listening to arguments presented in the proceeding.
