Copps: Open Internet Proceeding Like Creation of a Civil Right

FCC Commissioner Michael J. Copps has praised the FCC's "open Internet" proceeding that would add to and codify the agency's network neutrality principles, and likened the effort to establishing a civil right, apparently aiming his comments at minority and disadvantaged advocacy groups, some of whom have opposed net neutrality regulations on the grounds that it will deter broadband deployment to communities that most need it.
