In her conclusion to Change of State, Braman refers to de Sola Pool's prediction that regulatory convergence in the ICT sector would lead to a highly restrictive system in regulatory terms. Drawing on this prediction, she argues the core position of the volume: that regulatory and legal changes here have been so profound as to create a new political form, which she terms the 'informational state'. This is the first sense in which the term 'change of state' is used.
