Fear and loathing over RIDDOR

A report published by RSSB on January 25 confirms that there was significant under-reporting of minor injuries suffered by employees of Network Rail and its contractors between 2005 and 2010, when between 500 and 600 accidents reportable under RIDDOR were not reported. While 'some of the underreporting relates to misinterpretation of the RIDDOR requirements', RSSB found that 'the majority is explained by staff and contractors choosing not to report accident events'. It concluded that 'this was caused by both real and perceived pressure — and in some cases fear - felt by Network Rail staff and contractors if they reported accidents'.
