SPP refiles tariff changes after redrafting language based on FERC guidance

Southwest Power Pool refiled Open Access Transmission Tariffchanges Wednesday with the Federal Energy Regulatory Commission,which rejected a previous filing as “not just and reasonable.”SPP requested the commission to accept the proposed tariffrevisions to be effective July 1, according to the SPP filing.Previously, SPP filed the proposed tariff changes January 31 withFERC. The proposal eliminated transmission revenue credits andmodified the exiting term of compensation for incremental long-termcongestion rights. SPP previously proposed that the totalcompensation for ILTCRs be limited to each upgrade’s directly assignedupgrade costs plus interest.
