Calif, utilities push for more certainty on energy efficiency incentive awards

California's investor-owned utilities, with an eye on giving Wall Street more certainty about earnings from energy efficiency incentives, filed last week a "petition for modification" with the California Public Utilities Commission seeking changes to an efficiency plan.Approved in September, the plan is part of the PUC's effort to integrate energy efficiency into utilities' resource plans and nail down energy efficiency's role as the state's top energy priority. Efficiency is credited with being a key reason why per capita electricity use in the state has remained almost flat over the past thirty years.
