The Italian workforce comprises 22.4 million employees, mostly concentrated in the northern (11.7 million workers from 28 million residents) and central (4.7 million from 12 million residents) regions.The employment rate is lower in the southern regions and the islands (6.0 million workers from 21 million residents).The manufacturing and wholesale and retail industries employ about 41% of the total workforce, and the majority of workers belong to small to medium-size businesses employing fewer than 100 people. Since 1994, all public and private sector employers have been required to implement protective and preventive measures to ensure their workers'health and safety.
