At no time since privatisation has the gap between trains and infrastructure in our vertically-separated railway been so apparent. On the one hand the train operators with ever-growing ridership are squeezing more passenger journeys, passenger miles and pound notes out of a train fleet not significantly bigger than the one they inherited 20 years ago. This is despite the worst efforts of an infrastructure provider struggling to deliver vital enhancements to time or to budget - or at all in some cases, as irresistibly burgeoning costs meet the Treasury's immovable budget cap.
