Word on the street is that the South Coast Air Quality Management District (SCAQMD) is considering opening "Rule 1122-Solvent Degreasers." The primary drivers-my sources tell me-are requests from manufacturers of flu-orinated solvents and the impending production phaseout of HCFC-225ca/cb in 2015. In short, Rule 1122 covers vapor degreasing and cold cleaning, It permits the use of cleaning agents containing no more than 25g/L VOC-and that applies to both aqueous and solvent-based cleaners. Conversely, if operators are using cleaning agents exceeding those limits, then other methods (namely "airless" cleaning systems) are required.
