Much of this book deals with inter-war European regimes which were authoritarian, dictatorial and nationalistic, and which were, to varying degrees, inspired by or fashioned after, but never wholly aligned with, the regimes of Mussolini and Hitler in Italy and Germany. These were the nations which, in the words of one contributor, 'remained in a strange liminal stage, as not quite "fascist"' (2)-and there were far more of them than most people would now acknowledge.
