The 2009 Transparency International Report attempts to sketch the extent of corruption in the world, to outline the legal, political and institutional responsibility for that corruption, and to suggest where we should go from here. The Report uses the word 'corruption' in a broad sense; it makes an explicit effort to include business-to-business private-sector corruption, not just bribery of government officials and civil servants. The various contributions interpret this new wide definition of corruption in many ways, with the result that the Report covers much more than bribery. The extent of what is covered, and some issues that arise because of the broad conception of corruption, is discussed below.
