The Pentagon's acquisition chief has tasked the Defense Science Board with examining how cyber can be used as an offensive strategic capability, a study that conies as the intelligence community has blamed Russia for hacking Democratic emails to help Donald Trump win the presidency. In a July 15 terms of reference memo made public last week, Frank Kendall said the primary goal of the DSB task force is to "investigate the opportunities for, and limitations of, offensive cyber capabilities in support of overall U.S. strategy and provide actionable recommendations to enhance those capabilities."
