Additional Guidance Provided On Phase-In of Management Fees

HUD has provided additional guidance for PHAs and field offices on the phase-in of management fees under the transition to the public housing asset management system. Under Notice PIH 2007-9, issued April 10, 2007, PHAs aren't required to comply with reasonableness requirements in the first year under project-based budgeting and accounting. In addition, a PHA can obtain an additional two-year phase-in of management fees if it reasonably documents the current fees needed to support operations at current organizational levels, it presents a schedule to achieve fee reasonableness by 2011, and the request is included in the PHA's annual plan.
