Latvia Proposes Mandatory Deposits

Proposals have been put to the Latvian parliament to amend Latvia's Packaging law to include provisions for mandatory deposits for beverage packaging.rnThe draft amendments, put forward in January, are very general, leaving the details to be thrashed out later by a cabinet of ministers, if the proposal is adopted by parliament. The draft amendment says the law will come into effect on 1 January 2011.rnThe Regulation will establish the following:rn1. The beverages and types of container to berncovered;rn2. the monitoring and control arrangements;rn3. how deposit-bearing containers should bernmarked;rn4. information to be provided to consumers;rn5. the obligations of the deposit systemrnoperator; and,rn6. de minimis exemption from the mandatoryrndeposit for fillers placing only a smallrnnumber of containers on the Latvian market.
