Downstream users of chemicals are facing a major headache next month as over 250 substances are unlikely to be registered by the 30 November deadline under the REACH regulation.rnA European Chemicals Agency (ECHA) spokesman told us that the agency estimated that 4,743 substances will be registered by 30 November -some 266 short of the 4,477 substances that the chemicals industry said it would register.
