House and Senate leaders said Dec. 15 they have reached a deal that will permit the two chambers to sign off on an omnibus spending bill that aides indicate would impose a number of restrictions on environmental regulations. An aide to Senate Majority Leader Harry Reid (D-Nev.) said the conference report to accompany the omnibus (H.R. 2055) was being circulated for signature, and that both sides expected it to be filed in the House before midnight.
