State water pollution control regulators have told the Environmental Protection Agency that storm-water runoff from heavy rains and snowmelt should be addressed separately from stormwater generated from wastewater runoff from municipal separate sewer systems. Moreover, regulators should have more flexibility in how they deal with stormwater from precipitation, the Association of State and Interstate Water Pollution Control Administrators (ASIWPCA) said in a Jan. 31 letter to EPA. While states support the agency's goal to improve stormwater program capacity, ASIWPCA said it believes "the time has come for EPA to seriously consider regulating precipitation-driven discharges in a fundamentally different way than traditional, end-of-pipe, process wastewater discharges."
