Obama Epa Seeks Six-month Delay To Contentious Bush Nsr Rule

The Obama EPA is proposing to delay until November the effective date of a controversial Bush administration new source review (NSR) rule, citing a host of legal and policy issues that the agency must evaluate after granting environmentalists' petition to reconsider the 1 lth-hour regulation. In a March 18 Federal Register notice, EPA proposed delaying until Nov. 18 the effective date of the NSR "aggregation" rule published Jan. 15. It comes after the agency in February announced a stay of the rule delaying its effective date to May 18. EPA's proposal to further delay the rule's implementation indicates the agency may be considering more comprehensive changes, including abandoning the rule.
