Garrison Lecture on Environmental Law at Pace Law School.This essay discusses the relationship between the Environmental Protection Agency and the White House. It focuses specifically on the role that the Office of Information and Regulatory Affairs, within the Office of Management and Budget, plays in reviewing the EPA’s regulatory output.
