Good news first: The People's Republic of China (PRC) provides more than a billion potential consumer customers and has a rapidly growing population of Internet users exceeding 250 million and broadband subscribers exceeding 70 million. No US company with aspirations for international expansion can afford to ignore the opportunities in China. And, Chinese regulators largely ignore US companies in the sense that the Chinese authorities do not usually apply or enforce Chinese laws extra-territorially to companies that run their Internet businesses from locations outside the PRC unlike, say, the European Community and its member states' regulators. Thus, a US company can create a Chinese-language version of its global Web sites with relative ease and disregard for the Chinese regulatory regime.rnSo, anything goes? Well, not so fast.
