This two-part article is taken from a background paper prepared for a conference, the South-East Asia Media Defence Litigation Conference, which took place at the University of Hong Kong on 21-23 May 2007. In it the authors explore the potential criminal liability (apart from criminal defamation actions) that journalists may face when preparing and publishing articles which are critical of regimes or members of that regime.PCMLP at the Centre for Socio-Legal Studies, University of Oxford, in conjunction with the International Bar Association, the University of Hong Kong and the Southeast Asian Press Alliance, is part of a programme to train Southeast Asian lawyers in the field of media defence with a view to building and strengthening national and regional capacity for media defence litigation in South East Asia.
