This article is an edited version of Chapter 3 of Strategic Human Resources: Frame- works for General Managers, which was published in the Spring of 1999 by John Wiley & Sons. To set the stage-and in any case because we think the overall themes of the book Are worth discussing-we begin with a brief overview of the book and the place this chap- Ter occupies in it. We start with a premise that, nowadays, is pretty much unexceptional: human Resources are a key strategic lever, and very often the key strategic lever in business.
